Description

  • Knowledge of typography, spatial orientation, the handling and manipulation of images, freehand graphics, and basic design elements.

Computer skills:

Client/Vendor Relations:


  • Although this position doesn’t always require client interaction, this person must have exceptional listening skills.

Experience

Responsibilities

  • Responsible for ensuring that major projects performed at the building are properly planned, executed and closed out in accordance with best current practices in the hospitality industry.

  • Responsible for overseeing the activities of contractors working within the building

Requirements


  • University Degree in engineering field a MUST

  • Relevant certification required

  • 10+ years of experience in facility/plant engineering and maintenance supervision.

  • 10+ years of project management experience.

  • Hands on preventive and corrective maintenance experience a MUST

  • Hospitality/ Housing Estates experience will be a strong advantage

Description

Job Title: Laboratory Scientist


Description


  • The Laboratory Scientist will be responsible for providing high quality laboratory services that meet the needs of all clients visiting the clinic.

  • He/she will be responsible for collecting and analysing body fluids, tissue and other substances to determine normal or abnormal findings using sophisticated equipment and instruments to identify the results.

  • This involves processing laboratory tests that doctors count on to correctly diagnose and treat patients.

Responsibilities


  • Create a friendly, professional and efficient atmosphere for all clients and visitors to the laboratory to ensure client satisfaction at all times.

  • Maintain laboratory equipment (including calibration) in a proper working condition and prompt report of any malfunction to the centre coordinator.

  • Keep record of stock, perform forecasts and ensure reagents and other laboratory consumable do not fall below minimum level

  • Perform regular Quality control on laboratory reagents after supply and before use

  • Ensure specimen are obtained in the appropriate manner

  • Provide timely and accurate result

  • Ensure cervical smear specimens are stored and packaged correctly for transportation to the approved cytology/pathology laboratory

  • Maintain accurate records of all tests performed and the result of such tests

  • Able to sign off on a lab results and take responsibility when there is an error in diagnosis

  • Liaise appropriately with the Council of Medical Laboratory Sciences of Nigeria and other relevant regulatory bodies during routine or periodic visits and assessments for QC standards

Qualifications 


  • Must have a recognised clinical qualification in Medical Laboratory Science.

  • Must be registered with a recognised local clinical professional body in Nigeria and of good standing

  • MUST be licenced and have a valid practicing licence

  • Must have requisite experience to work with minimum supervision

ADVOCACY MANAGER


POSITION OVERVIEW:

The overall purpose of this position is to expand, coordinate and improve  ACF’s advocacy and communication work for tackling under nutrition at Federal and State levels, explore the States’ contexts to develop, refine and execute the advocacy strategy employing different communication tools to ensure the inclusion of nutrition on the political and development agenda. Also to develop and communicate advocacy messages targeted to various stakeholder groups and especially decision makers at States level (and secondary at Federal) using evidence from ACF’s programme experience and the work of other key nutrition stakeholders and to disseminate updates on new developments in nutrition advocacy, government policies, regional and international events, etc.

Contribute to the development of the advocacy strategy.

Implement the advocacy strategy at Federal and States level.

Representation in advocacy fora.

QUALIFICATIONS:

Bachelor’s degree in social sciences, communication and media.

Master’s degree is desirable.

Reporting to the Base Human Resources Officer, the HR Assistant will support the HR Department to ensure that;

MONITORING & EVALUATION OFFICER


POSITION OVERVIEW:

The M&E Officer will be primarily responsible for leading data gathering, collation and reporting activities to ensure the quality and accountability of the programs implemented by ACF in Northern Nigeria. Under the direction of the M&E Deputy Program Manager and in collaboration with the Project Manager, the M&E Officer will develop and implement clear and practical M&E plans for the program by ensuring that program indicators, monitoring formats, databases, data analysis, and reporting are maintained and harmonized.  He/she will also track progress of key indicators and provide timely report to his/her manager.


SPECIFIC OBJECTIVES:


Support the operationalization of M&E systems on ACF projects to ensure compliance with donor and ACF M&E standards.

Ensure proper and timely implementation of ACF M&E tools, activities, and reporting.

Document and promote good practice from planning, implementation, monitoring and evaluation of activities.

Represent ACF externally in relevant forums and working groups at State level.


QUALIFICATIONS:

Degree in Economics, international development, statistics, public health, demography or related subject, with previous experience working in humanitarian projects.

At least 3 years of proven experience in the Monitoring, Evaluation and Accountability of humanitarian or development programs.

Demonstrated knowledge of M&E concepts and international humanitarian quality standards.

Experience with mobile data collection (preferred).

Fluency in English (both written and spoken skills).

DEPUTY PROGRAM MANAGER – NUTRITION


POSITION OVERVIEW:

Following the direction of the Nutrition Program Manager, the Deputy Program Manager (DPM) is responsible for running and supervising nutrition & health activities at all stages of the project management cycle. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints in coordination and synergy with other DPMs. The DPM ensures the Nutrition & Health team completes the defined activities while adhering to internal standards and contractual obligations.

The N-H DPM also has responsibilities regarding the capacity building of staff; humanitarian needs identification through needs assessments, monitoring of the evolving situation; context analysis to contribute to the development of future programs and internal coordination


SPECIFIC OBJECTIVES:

Contribute to the definition and the implementation of ACF policies, positioning and strategies in the mission.

Contribute to the identification, definition, formulation of N-H projects and/or components of projects led by other sectors.

Leads projects implementation, monitoring and reporting for N-H.

To support in local ACF representation and coordination with other stakeholders within the intervention area.

Contribute to evaluation (internal and external) of project’s effect/impact.

PROCUREMENT/LOGISTICS MANAGER


ROLE PRIORITIES / RESPONSIBILITIES:

Manage and support the process of selecting suppliers of goods and services (bid solicitation, bid evaluation and award of contracts/P.O.s) for all phases of the project.

Interface with engineering, construction, operations, finance, HS&E, legal, and insurance as well as Contractors, inspectors, expeditors and freight forwarders to insure orders/contracts are placed and completed on schedule.

Monitor the contractor procurement function through project completion and turnover, long lead purchase orders/contracts including inspection services, expediting, freight forwarding, shipping and logistics, customs and clearance, taking action as required to ensure project/operational schedules are met.

Resolve complex delivery, quality or other related problems with manufacturers and suppliers. Represent the Company to meet contractual requirements. Understand and require contractors to meet all applicable environmental and safety standards.

Plan, coordinate and actively participate in meetings with potential suppliers, contractors and user groups.

Lead or assist with price negotiations, terms and conditions resolution and quality requirements.

Stay a— of and evaluate current market conditions and develop new sources of supply as necessary.

Establish and monitor the procurement function in the Bucharest office, including selection, training, motivating and appraising assigned team members.


QUALIFICATION OR CERTIFICATION REQUIRED (IF APPLICABLE):

Bachelor’s degree in relevant field required.  MBA or other advanced degree is a plus.

Minimum of 2_ 5 years’ relevant purchasing and logistics experience

Mercy Corps has worked in Nigeria since 2012, focusing its programming on adolescent girls’ empowerment, economic development, and conflict mitigation. With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps initiated humanitarian programming in 2014 to support the conflict-affected population. As a result of the wide-scale needs in 2016, Mercy Corps is scaling-up its humanitarian response to address emergency priorities including food security, non-food items, nutrition, protection, water sanitation, while preparing to address early recovery needs for displaced households and vulnerable host communities. The largest portion of this response is focused on cash transfer programming.


With funding from humanitarian donors including the European Commission (ECHO) and US Agency for International Development’s Office of Foreign Disaster Assistance and Food for Peace, Mercy Corps’ humanitarian program provides direct assistance while building capacity of humanitarian response actors. In addition, it anticipates expanding programming in North East Nigeria, building on concurrent programs to establish a dynamic multi-sector platform.


SHELTER PROGRAM MANAGER


GENERAL POSITION SUMMARY:

The Shelter Program Manager is a key management position for Mercy Corps Nigeria’s emergency response to the humanitarian crisis in North East Nigeria. The position has supervisory and managerial responsibilities, including directly managing all emergency shelter programs and activities implemented by Mercy Corps and funded by OFDA. The Shelter Program Manager provides technical leadership and supervision to shelter program staff. S/he is responsible for overseeing program implementation and ensuring achievement of program objectives in compliance with Mercy Corps, donor requirements and international standards.


S/he actively participates in relevant humanitarian coordination in Biu and ensures field staff participates in coordination meetings at sub-office level. S/he plays a key role in program development, proposal writing, and shaping Mercy Corps’ overall program strategy for emergency and transitional programming in shelter as well as other sectors.


ESSENTIAL JOB FUNCTIONS

Operations

In close collaboration with Deputy Team Leader and Head of Office in Biu, (and potentially other sub-offices in case of extension):


Oversee and ensure that procurement is completed, documented and delivered to end-user in a timely manner, ensuring that items procured meet specifications of the end-user while adhering to donor and Mercy Corps procurement guidelines.

Oversee all aspects of asset as well as stock management for the shelter items, including ensuring sound transfers between sub-offices or to the program implementation sites

Program Management and Implementation


Provide leadership and management of all aspects of shelter program design, planning, implementation, quality and accountability.

Participate to the elaboration of technical design on shelter interventions for program proposals and budgets as requested.

Build the capacity of all national shelter team members with special focus to more senior positions, in program management,

Ensure that program implementation is responsive to communities needs for shelter and consistent with Mercy Corps’ relevant program guidelines.

Integrate community approaches, gender and disablement sensitivity, Do No Harm/protection mainstreaming, environmental sensitivity and capacity building into all activities as appropriate.

Establish, manage and coordinate work plans for all program activities, including making adjustments in response to any changes in the security situation in close coordination with the Head of Office Biu, Deputy Team Leader, and the Director Humanitarian Programs.

Manage the shelter program budget, including: approval of appropriate program expenses (within approval limit), tracking of program spending and financial obligations, verification of monthly budget-vs-actual reports, estimation of projected spending and submission of monthly cash forecasts, etc.

Manage the monitoring and evaluation system for all shelter program activities, including the planning and execution of any required evaluations, to ensure that accurate and timely information is available. Document lessons learned and best practices and integrate into program activities as appropriate.

Conduct regular field visits to all program sites in order to ensure that shelter programs are adapted to local needs, provide quality control assurance, and to conduct regular audits of program activities.

Provide regular internal and external reports on program status, as required.

Coordination and Representation:

Develop and maintain working relationships and coordinate with relevant international and local agencies active in the shelter working group and related coordination platforms.

Document and communicate program implementation experience and lessons learned to support coordination and learning efforts.

COMPLIANCE MANAGER


GENERAL POSITION SUMMARY:

The Compliance Manager will assist the Country Office Management in reviewing, documenting and establishing effective financial and operational controls over the “north – east” program’s administrative and programmatic activities in its field offices and programs sites. The Compliance Manager will examine, review and analyze records, reports, financial statements and management practices to ensure adequate internal controls are in place to mitigate risks in compliance with laws, regulations, donor requirements and Mercy Corps policies and procedures.


ESSENTIAL JOB FUNCTIONS:

Compliance:

Help identify efficient and effective solutions to operational issues which ensure compliance with Mercy Corps’ policies and donor regulations, mitigate the risk of fraud and corruption, yet also facilitate the achievement of program objectives.

Assist Programs and Finance with adapting established procedures or, as necessary, designing and documenting new procedures for program activities which involve providing a direct financial benefit to beneficiaries (i.e. Vouchers or Cash For Work).

On a sample basis, regularly perform reviews of procurement and program transactions and supporting documents to ensure transactions are in compliance with Mercy Corps policies and procedures and grant agreements and regulations;

For both the country and field offices, perform internal control reviews of in-country processes including cash management, procurement, logistics, and stock management including food commodities, assets management and coordinate with the relevant departments to correct weaknesses and improve controls as needed; prepare action plans to address findings and monitor the status of action plan implementation;

Prepare a Country Office Risk Register in conjunction with program managers and ensure quarterly updates;

In coordination with country management and HQ finance, assist with the follow-up and resolution of external audit or Mercy Corps Internal Audit findings;

Conduct regular anti-corruption and fraud prevention trainings to all staff.

Stay current on the active programs and grants of Mercy Corps Nigeria as well as their specific regulations and requirements. In coordination with Finance and Programs, develop and/or monitor grant-specific compliance trackers.

As needed, draft prior approval, waiver and other compliance requests to the donor on behalf of Mercy Corps in coordination with HQ Compliance, the country Finance Manager and individual program managers/directors.

Corruption and Incident Response


Following Mercy Corps procedures, serve as country focal point for the internal reporting of any incidents of fraud, corruption or bribery.

Prepare and maintain the Country Office Fraud Register and Dashboard and liaise with Headquarters legal, compliance and ethics teams in the resolution of all reported incidents.

As agreed with the Headquarters Legal department, perform corruption enquiries and investigations to determine the facts, circumstances and scope of any allegations raised.

Collect, analyze and document results of investigations and communicate observations and recommendations with the collaboration of the Country Director and senior management team, as appropriate;

Lead and support program teams in implementing and managing the country Complaints Response Mechanism;

Security in Abuja is generally good, although there are times when security is an issue. Housing, health care, water, electricity and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport.


Abuja is an accompanied location suitable for spouse/partner or dependents.


Air travel is necessary to get to some field locations. Mobile phones services are widely available. Internet is available in all Mercy Corps offices, although might be inconsistent. Travel to field sites will be required where living conditions are clean and secure, but basic. There’s reasonable access to most consumer goods, although they can be expensive. There is good number of school with different education philosophies and curriculum ( British, American, French, German to name the few)


Considering the frequent travel from/to different field locations, this position will require flexibility in terms of accommodation and logistics.   • The Shelter Program Manager is a key management position for Mercy Corps Nigeria’s emergency response to the humanitarian crisis in North East Nigeria.
